I mean, you probably paid for it unless you either built your PC and chose not to pay a license, or you bought a laptop from a very short list of brands that allow to either buy it system-less or with Linux.

I’d think that the chances would be pretty high that the user built their own desktop if they’re not on a laptop. Are prebuilt desktops even a thing anymore? I suppose you could have picked the parts and had a tech slap it together, but still… if you can do a jigsaw puzzle, you’re overqualified for what’s needed to build a desktop lol
As someone who builds the PCs for people wanting them in my immediate friend circle: Unless they know someone who could build one for them most people just go to the store and get whatever shitbox the clerk recommends (not the clerk’s fault there are almost no decent prebuilts)
Dell offers no OS laptops and desktops but sadly only for business customers. Consumers have to buy the Windows adware. You sometimes see the enterprise stuff for sale second hand with no OS too. The only specific laptop I know that consumers can buy with no OS is the Framework Laptop, which looks awesome.
