You can make a white noise generator from a single transistor. Couple that with a sample-and-hold circuit, you can generate random (within the limits of how truly random your white noise is) voltages. Add a comparator to decide if the random voltage is above or below Vmax/2, and if true, turn on the light.
im curious as to the circuit they used to generate the pseudo-randomness. would that be an easy thing to achieve?
