It’s a street light indication if you should do it or not. Countries where it’s legal you get a green light to do it, countries where it’s illegal you should stop.

Because red = negative i.e. you get arrested when knocking on doors and running away.
Green = positive i.e. the police don’t have to waste time on teens doing knock-and-runs.

I guess it has those colors because of the implication that “yes”=“bad” / “no”=“good”
