States and cities still can. Buisnesses can decide to as well. Groups and individuals can also lock themselves down. Basically: communities.

In theory they can, but when a trump backed federal government and law enforcement is breathing down their neck with implicit threats of court cases and funding cuts I wonder if a lot of places will want to do anything.

My area was forced to do well by our governor, which naturally meant they wanted to thank her by plotting to kidnap and murder her.

For those unfamiliar with this story:

                • Gretchen Whitmer kidnapping plot

On October 8, 2020, the U.S. Federal Bureau of Investigation (FBI) announced the arrests of 13 men suspected of orchestrating a domestic terror plot to kidnap American politician Gretchen Whitmer, the Governor of Michigan, and otherwise using violence to overthrow the state government. Some have labeled the attempt as an example of stochastic terrorism, where violent rhetoric by prominent figures inspired the plot.

I’m not quite sure why I’m getting downvoted for this, during the covid19 pandemic, there wasn’t a single federally mandated lockdown in the united states of america, ever, not one

That’s quite different from your broader claim above.
