Senators voted by 53 to 47 against invoking cloture, a formal mechanism to overcome the Senate’s filibuster and force a vote on the legislation, which would mandate voter ID.

Trump has been urging Republicans to end the filibuster, which means in effect that a supermajority – in practice, 60 senators – is needed to pass legislation in the 100-seat chamber.
