I don’t think I really get this one. The Disqus link provided some clues (new-age songs talking about turning and circles?) but I didn’t realize circles were a trope of the 60s.

No clear consensus over there either, but probably just “doing something that feels busy, but is actually ineffective”.
Even so, it doesn’t really jive; circles may be a new age thing, but new age isn’t a circle thing. Linking it to new age has to apply an attribute of new age itself otherwise it’s a dumb reference.
