Is that ending up just being the same thing we have in the U.S., except maybe less advertising. Police don’t have the right to pull people over, ask them to exit their vehicle, cuff them, or put them in the back of a vehicle (detain them) without a reason. Stopping someone without reason is harassment, the rest is assault/battery (depending on location)/kidnapping without providing the reason. If they give you a reason they can detain you, but if that reason does not follow the laws or is determined to be unreasonable by a judge the body making the arrest is supposed to be held responsible and penalized, possibly making them open to a lawsuit. Aka she should sue them, and taxpayers should be pissed we are having to pay for this
