The phase change diagram of water shows solid for everything below the freezing point, until you hit gas, so it would just stay in the cloud as water vapor. https://commons.wikimedia.org/wiki/File:Phase_diagram_of_water_simplified.svg Pretty sure you wouldn’t be growing anything in a garden in that environment anyway.
