Pulling billions of dollars of research funding and making it doubtful whether any developed vaccine can be sold in the USA will have a huge effect on the ability of academic institutions to do research and the willingness of corporations to do so.

I was referring to how anti-vaccers all “do their own research” which generally involves no actual research at all.
