Because people can (and should) sign the initiative even if the threshold for their country has already been reached.
Oh thanks, the chart is labeled poorly. Calling it “percent of support” with a number written on each country very clearly is (mis)stating that the numbers are the percent of the population in each country that support the bill. The chart should be labeled something like “percent of signatures needed to demonstrate support of the bill”
