Because people get bored and there’s no minimum IQ requirement to being a celebrity. If anything, news headlines over multiple decades would imply the opposite.
I can think of a few professions and life-choices that would benefit from that requirement.

OP is saying that when you have enough money and fame, the idea of consequences starts going away. That means that some people could go get drunk and not believe they may face the same consequences because they never have. You thinking you could pay for blowies from a bunch of pornstars while smoking a tobacco and weed cuban cigar (?) is just another example of something a person that can do whatever they want might do. The endless possibilities in Romo’s case is that he’s rich and can drive where and how he wants, but he got caught. There’s a sense of feeling invincible at a point of wealth and fame. Also, while this is in no way a defense for his actions or anyone else that drunk drives, but alcohol is well known for altering a person’s inhibitions, making it more likely for them to take the risk. It is extremely easy in today’s world to order ride share or find a ride, so it’s inexcusable especially when you’re wealthy, but my reasons above are some of why it happens.

Why not stay at home? He’s a celebrity that likely gets brought into a lot of different corporate events as a draw. So, he’s probably going to a lot of different evening events and most of those events are fueled with alcohol. That’s why he’s out.
Why not hire a driver? He’s definitely making enough money for an Uber, but the easiest explanation is that he’s probably driven drink for years before getting caught.

They made it in a highly competitive industry by being ruthless and listening to their gut. They think they’re better than the commoners, including the pesky laws the regular folks have to follow. Do you remember tiger woods calling Trump during his arrest? It’s the “do you know who I am” crowd.
Because they are so used to be told “Yes. Of course you can”.
I don’t know (nor care) who that is but I’d imagine that kinda success pours fuel onto the fire of self-serving bias but regardless they just do stupid stuff sometimes
There’s also a selection bias on the other side. When’s the last time you read an article about “Sarah Silverman continues to live well under her means”?
