I think the best answer is probably in the middle: he is dumb as rocks, but is the puppet and public face of an array of evil people who’s combined malice does mirror what we’d expect to see from a single evil genius.
However, intentional malice vs stupid blunder vs sock puppet are moot: he should be treated as though every single one of his actions are calculated and deliberate, and he should be held accountable for every single one of them.
